Palette 1
1.
Start with new image (500x500). Set theese color values: Foreground color> Red: 200, Green: 164, Blue: 110. Background color> Red: 91, Green: 55, Blue: 20. Alt+Backspace to fill image with foreground color. Press X to switch colors.

2.
Place your text. I used the font - VT CualaCaslon at 50 pixels size. Basically you can use any serif font, which is at least lightly bolder. Duplicate the text layer. Render new layer (layer>rasterize>type) and order it below text layer. Rotate (edit>transform>rotate 90° CW) the layer 90 degree CW. Press Ctrl+E to merge this layer with Background Layer.
3.
Invert Backround layer (Ctrl+I). Apply filter Wind (Filter>Stylize>Wind) with From the left option checked. Repeat (CTRL+F). Invert Backround layer back to brown colors (Ctrl+I) With rectangular marquee M tool, select the text area.

4.
Press Ctrl+J. Now you have selection in separate layer (the name should be Layer 1). Rotate it 90 degree CCW (edit>transform>rotate 90° CCW). Fill background layer with Background color (light brown) CTRL+Backspace. Then select Layer 1 again.
5.
Switch to Quick Mask Mode (Q) and select Linear Gradient Tool (G). Point your mouse above the text. Then drag a straight line down (as picture shows. It helps a lot if you hold down Shift while dragging).
Color Range
6.
Return back to Standard Mode. Invert Selection Ctrl+Shift+I. Apply filter Ripple to the Layer 1 (Filter>Distort>Ripple), leave the default settings, just press OK. Press Ctrl+D to deselect. Hide the text layer. Now go to Selection>Color Range. In Selection preview dropdown menu choose Grayscale. Move cursor over the image and it should change to Eyedropper. Now click anywhere on the image except text area (Foreground and Background colors are the same now). Move the Fuzziness slider lightly to the middle. I used the value 37. Ok.

7.
Press Del to delete selection and Ctrl+D to deselect. Check the Preserve Transparency box on the layers palette. From Swatches palette choose the red color as Foreground Color. Fill the Layer 1 with red color.
8.
While holding Ctrl, click on Layer 1 to select it's transparency. Use shortcut Shift+CTRL+N to make a new layer. Contract the selection (Select>Modify>Contract:2). Fill it with yellow color. Don't remove the selection yet. Again Shift+CTRL+N to make new layer (Layer 3). This time we will contract the selection by 3 pixels (Select>Modify>Contract:3). Fill this selection with white. Change layer mode to Color Dodge. Apply the Gaussian Blur (Filter>Blur>Gaussian: 2) to Layer 2.
9.
While holding Ctrl, click on Layer 1. Press Shift+CTRL+N to make new layer. Order this layer below Layer 1. Expand the selection (Select>Modify>Expand:1). Fill the selection with black. Now comes the fun part of this tutorial (finally ;). With Smudge Tool (R), smudge the tops of the spikes so they follow their direction. This ain't tough at all, but it need some practice.
10.
We are done with the flames. So let's finish it up! Unhide the text layer and move it at the bottom of the flames. Finally, add Bevel effect to text layer. In Structure section, set Size to 4. In Shading section change shadow color to white. You must also change Shadow mode to Normal.
